食品安全:21世紀人權保障的底線!

——2011杭州·亞洲食學論壇宣言

來自世界18個國家和地區的100名食文化學者,在2011杭州·亞洲食學論壇會場,在舉世聞名的西子湖畔,鄭重簽署《食品安全:21世紀人權保障的底線》的宣言:

由中國浙江工商大學、泰國朱拉隆功大學、中國北京大學聯合主辦的本次論壇的主題是“留住祖先餐桌的記憶”,我們感慨祖先在創造美好飲食生活中所展示的智慧、勇氣和成就;感謝祖先給我們留下的寶貴的一切;感傷人類飲食生活的許多美好正在成為過去……因此,我們的論壇絕非是一次年邁外婆訴說“遙遠過去故事”的輕鬆聚會。

眾所周知,工業化極大地改變了人類的生活方式與生存狀態。科學技術的持續發展,證明人類的確有巧奪天工和開創未來的無窮才智和能力。但是,當今時代,尤其是大多數人民的生活質量究竟得到了多少改善?科學技術的發展並不直接等同人類文明的進步,相反,人們卻生活在防不勝防的危險與威脅之中,餐桌就是最好的證明:長時間以來,我們一直處於食品數量安全(food scarcity)和品質安全(food safety)的雙重困惑之中。人們逐漸明白了一個顯而易見的道理:單純技術和經濟指標上的成功,并不是最美好的生活方式。今天的世界患了多種疾病的綜合癥,人類不僅毀壞了自己,而且毀壞了所有生物賴以生存的共有家園。人類正在自食惡果,人心惶惶,政府職能缺失。     

飲食安全是每個消費者生死攸關的大事。當人們的餐桌被工業化、商品化、國際化徹底統治的時候,食品安全是關係每一個人的事:生產者、加工者、經營者、管理者、消費者,沒有誰是事不關己的旁觀者,因此是大眾的責任,而首先是政府的責任。政府的惠民行為必須在智者的告誡和大眾的壓力下才能奏效,歷史已經被無數次這樣證明。今天,食品安全已經不再是簡單的民生問題,它應當是由人民有權做主的最大政治,食品安全已經是時代人權保障的底線!

每年有大約13億噸糧食被浪費和人為流失,這一數量超過全球穀物產量的一半,而同時卻有9 .25億人處於飢餓狀態。如果我們對大自然的賜予和勞動者的汗水,對人類的生命懷有足夠的敬意,那就不會有這種羞辱和悲哀。毫無疑問,如果我們將研發、製造武器的所有財力、物力都用於建設和平生活,如果我們把旨在對抗和摩擦的所有智慧都用於愛,那我們的地球早已經達到了各種宗教所預言和期盼的美好目標!

中國有句古語說:“天作惡,猶可恕;自作惡,不可活。”血壓高、血脂高、血糖高是人類餐桌恣肆和自虐的結果。動物原料中的激素、植物原料中的毒素、食品中的色素則是人類的自作惡。有害食物的殺傷力既可能是顯性、迅速的,也可能是隱蔽、持久的,但都是致命的。危險的食品+環境破壞+生態污染,足以從肌體到精神徹底摧毀一個民族。法律政策缺失和道德的扭曲,造成了食品從原料開始直到餐桌的全面危機,“病從口入”的危害從來沒有像今天這樣普遍和嚴重,人類正在自毀。這不是危言聳聞,如果地球村的人們不懸崖勒馬,那就必然會失去自我挽救的最後機會。為此,我們有必要形成以下七點共識,并努力促其成為有成效的行動:  


l  二、加工者。食料向食品的轉化過程中必須堅持無污染、無變異的安全性原則。

l  三、經營者。食料和食品流通過程必須履行誠信允諾。

l  四、管理者。政府負有公眾社會生活的全部管理責任:環境保護、秩序和諧、公眾權益,而食品安全與飲食健康則是基本和最重要的。

l  五、消費者。低碳生活不僅是降消耗的經濟意義,同時也是文明和健康的飲食生活方式。對此,中產階級以上的高消費群體應當有更明確的自覺。

l  六、監督者。監督者應是擁有足夠法律支撐力度的獨立於生產者、經營者和管理者之外的權威性的消費者社團。

l  七、研究者。研究問題,提出建議,率導行為,應當是每一個食學研究者的責任。

我們相信中國人2500年前的另一句格言:“飲食男女人之大欲存焉。”健康的飲食和健康的後代是人類的需求、責任與未來希望。“民以食為天”,人類依靠每天的飲食健康地發展到了今天,而今天爲了健康地生存,人類開始研究食学。食學是研究不同时期、各种文化背景人群食事事象、行为、性质及其规律的一门综合性学问。可以說,自從人類走出蒙昧以來,沒有哪一種學科能像食學這樣充滿著對生活、對人類、對自然的真誠和摯愛,食學是一門既蘊含無窮思想、感情又依賴全部科學技術支撐,並且擁有永恆青春和洋溢無邊大愛的至高無上的學問!蘇格拉底說:一個人處於生命最後的時刻往往會擁有非凡的智慧。今天,全體人類正處於這樣的時刻。聖賢與凡夫並沒有天然不可逾越的界限。我們每個人都應當不斷完善自我,而要達到這一目的,那就必須投身比自己更大的事業。讓民主、平等、自由這些最美好的理想,首先在大眾餐桌上實現。

同仁們,同類們,爲了我們祖先生息過的美好的地球,爲了今天的70億人和與我們互惠共生的其他生物,讓我們以諧同救贖的共同心律,發出一個聲音:留住祖先餐桌的記憶,守住飲食——人權保障的時代底線!

Food Safety is A Basic Human Right in 21st Century:

An Appeal Made at the 2011 (Hangzhou) Asian Food Cultural Heritage Forum

To all who study food, we intellectuals from eighteen countries, as we meet to discuss various aspects of food culture at this Asian Food Cultural Heritage Forum in Hangzhou, offer this proclamation: FOOD SAFETY IS A BASIC HUMAN RIGHT in 21st Century.

This forum, jointly organized by Zhejiang Gongshang University (China), Chulalongkorn University (Thailand), and Peking University (China) has its theme: Keep Memories of Ancestors’ Tables. The forum is not a party to tell old stories by a grandmother. Instead, with emotion, wisdom, courage, and achievements of our ancestors who ate and/or knew about, we cherish every precious thing they handed down to us about their dietary life.

The world knows industrialization has dramatically changed our way of life. Sustainability has proved boundless, yet how much is being done to improve the quality of life for all? We worry about people who live facing risks at their dining tables. The world has been bewildered by both food scarcity and food safety for a long time. Our technological and economic success does not mean we have the best way of life. If it did, the world would not suffer from disease and people would not be ruining themselves and their land. People are becoming the victims of their own evil deeds, the public fears but the governments lack the function to address those problem.

Food safety is a matter of life and death. Our food is controlled by industrialization, commercialization and globalization. Food safety matters from producer to manufacturer, from operator to administrator, and by each and every consumer. It is everyone person’s duty, government and man must handle foods in ways that benefit us all. It is the government’s duty to ensure that benefits the people only through intellectuals’ admonition and the masses’ pressure, which have been told by history again and again. Food safety is not just a bread and butter issue; it must be a basic human right in our times!

Every year, more than one and one third billion tons of food are wasted while more than nine hundred million people are starving. If we respect nature, man’s labor, and every person’s life, this shame and sorrow must end. If we make use of all money and resources for peace instead of researching and producing weapons for war, we can apply wisdom to care-giving rather than conflict-making. If we do this, the earth will be a better place, better than people ever expected!

There is an old Chinese saying: People can be forgiven for natural disasters, but must be blamed for their own evil deeds. Hypertension, hyperlipidemia and hyperglycemia are impacted by people’s self-abusive diets. Excessive hormones in meat, toxins in plant, and pigments in food are products not needed and products that can and do cause harm. Poisonous food and the destruction of the environment are serious; they are ruining all nations physically and mentally. The absence of law and policy are moral failures that impact from field to dining tables. Disease enters the mouth and if no actions are taken, we may lose the chance to save lives and our planet. It is for these reasons we believe it necessary to reach consensus on the following seven points turning them into practical actions.

 

l 1. as producers: practice conservation-oriented and sustainable ways of producing raw food materials.

l 2. as manufacturers: strictly follow the non-pollution and non-mutation principles.

l 3. as operators: keep honest commitments when distributing food.

l 4. as administrators: be responsible protecting the environment while ensuring food safety and dietary health.

l 5. as consumers: do all we can to live a low-carbon life, especially for those high consumption groups.

l 6. as supervisors: develop and administer laws to be an authorized consumers group, independent from individual manufacturers, operators, and administrators.

l 7. as researchers: conduct sustainable research and act as role models.

Another ancient saying tells us: Food and sex are the most basic needs of human beings.  Healthy food and healthy offspring are fundamental duties. Food comes first. Diet and drink make humans advanced as today; now humans begin to research on it for a healthy better life. The study of food is a comprehensive knowledge on the phenomena, behaviors, features and laws of food in diverse cultural contexts of different periods. It ought to be a discipline rich in thought and emotion, and relies on various science and technology, filled with sincere care for life, humanity and nature. It is supposed to be a study full of eternal youth and boundless love!

Socrates once said that man, at his last moment, is likely to have extraordinary wisdom. The entire human race is at such a moment. Everyone needs to contribute to public service rather than simply caring about themselves. In order to achieve democracy, equality and freedom, everyone needs to work to make all dining tables better than they are now.

For the sake of our ancestors and for the happiness of the seven billion people and every species coexisting with us, let us speak with one voice to: Keep memories of our ancestors’ tables ensuring food safety as the basic human right. We must work towards it!
